Signal GOI 2026 coverage excludes China, Germany, Japan, and India for want of Business Ready data

Summary

The 2026 Global Opportunity Index ranks only countries for which data exist on at least 80 percent of its indicators. This year that rule interacted with the 2025 release of the World Bank's Business Ready data, which does not yet cover several large economies. As a result, China, Germany, Japan and India are absent from the 2026 rankings. The gap is a data-availability constraint rather than a judgment about those economies' investment climates. The Milken Institute expects the 2026 round of Business Ready to widen country coverage, which would let later editions of the index include more than 100 economies.
