Issue Countering the consolidation of an authoritarian North Korea-China-Russia bloc in Eurasia
Summary
The report calls for easing, as far as possible, the consolidation of solidarity among authoritarian states, such as the Russia-North Korea strategic alliance formed after the war in Ukraine. Korea should seek new cooperation networks that give it a comparative advantage in competition with these states. The top priority is a new cooperation framework that can mitigate and control the rise in security threats to Korea from the strengthened Russia-North Korea alliance. Through this Korea should weaken the consolidation of authoritarian solidarity among North Korea, China and Russia while turning Central Asian and Caucasus states into a zone friendly to Korea. Over the longer term Korea should help moderate the spread of authoritarian solidarity and state capitalism in Eurasia and encourage emerging states to join the axis of democracy and market economies rather than the authoritarian one.
