Summary
According to the report's cross-cutting analysis, terrorism, serious and organised crime and vulnerable persons are each directly affected by more chronic risks than any other. The report regards these three as the most likely to be made worse by other chronic risks. Vulnerable groups in particular are affected by many chronic risks across all seven themes, namely security, societal change, technology and cyber security, geopolitics, environment, biosecurity and economics. The report explains that chronic risks are intertwined and create direct and indirect cascades that slowly wear down the economy, environment, way of life and national security. In its judgement, mitigating them requires coordination across government departments and cooperation with a wider resilience community in industry and academia.
