Signal Sudan: RSF committed crimes against humanity, ethnic cleansing in el-Fasher (Amnesty)

Summary

Amnesty International released a report titled "City Under Siege, Children Under Fire: Rapid Support Forces' Crimes Against Humanity in North Darfur," based on interviews with 247 victims or witnesses, documenting killings, torture, rape, sexual slavery, enslavement, extermination and persecution of civilians in and around el-Fasher between early 2024 and October 2025. The RSF systematically targeted villages, towns and displacement camps around the city, many populated by the predominantly non-Arab Zaghawa ethnic group, burning homes long after residents had fled and using terms like "falangay" (indicating slavery) against non-Arab civilians. Amnesty said the documented conduct, along with other crimes under parallel investigation, may be relevant to the crime of genocide, an ongoing inquiry that builds on a UN independent fact-finding mission's February 2026 conclusion that the assault on el-Fasher bore the "hallmarks of genocide." Amnesty Secretary General Agnès Callamard called it "a stain on the conscience of humanity" and a "war on civilians," and the organization is calling for an immediate ceasefire and deployment of an international protection force. Stratfor separately warned that a new RSF offensive threatens an additional humanitarian catastrophe.
