Signal 86% judge funding for risk reduction inadequate
Summary
The report asked respondents to rate, on a scale of one to seven, whether current global funding is adequate at four stages of risk management. For mitigation and reduction, 86 per cent called funding inadequate, the highest share, while 8 per cent found it adequate and 6 per cent excessive. The inadequate share was 79 per cent for recovery and reconstruction, 76 per cent for disaster response and 66 per cent for risk identification. A majority saw a shortfall at every stage, but the gap was felt most at the stage of actually reducing risk. The report cites tight resources as one reason for the falling confidence in risk reduction capacity. Even for better-understood risks such as natural hazards, respondents named insufficient funding as the obstacle holding back the needed action.
