Issue Funding for risk reduction judged inadequate
Summary
Respondents assessed the adequacy of current global funding across four stages of risk management: identification, mitigation and reduction, disaster response, and recovery and reconstruction. A majority called funding inadequate at every stage, with shares of 66 per cent for identification, 76 per cent for disaster response, 79 per cent for recovery and reconstruction and 86 per cent for mitigation and reduction. The shortfall is felt most sharply at the stage of actually reducing risk. The report cites stretched resources as one reason why confidence in risk reduction capacity fell for 23 of the 28 risks. For better-understood risks such as natural hazards and multilateral institutional collapse, respondents said the needed action is known but lack of money stands in the way. The report sees the multilateral system as already weakened by funding constraints.
