Summary

Natural disasters, social disasters and emerging new types of disaster increasingly occur in combination. Various AI-based systems have been developed and deployed, yet the report says disaster risk remains ever present. Compound disasters are expected to become more likely and more severe, and existing disaster management alone faces clear limits. The proposed task is a field-centred response system with AI and the internet of things used to predict warning signs before disasters strike.
