Trend Quadruple transition breeds super wicked problems that strain government capacity
Summary
The report expects Korea to face a quadruple transition in which digital and AI change, climate change, demographic change and geopolitical change unfold at the same time. Problems born of this overlap are described as super wicked problems that existing laws, working methods and policy tools struggle to resolve. Politics and administration are also shifting faster and with more volatility, so the government needs more agile strategic responses and stronger policy capacity. Policies with deep divisions among stakeholders are singled out as needing reasoned deliberation to win public acceptance. The author therefore calls for ways to lift the innovative capability of government and civil servants over the coming five years.
