Signal Average terrorism impact rose in three of nine world regions over a decade
Summary
Citing the Global Terrorism Index 2025 from the Institute for Economics and Peace, the report states that over the past decade the average impact of terrorism rose in three of nine world regions, namely Europe, South America and sub-Saharan Africa. Every other region has recorded a fall in average impact since 2014. The report argues that global instability is changing the origins, motives, methods and goals of terrorism and state threat activity. It therefore stresses that UK security strategies must adapt to international events in order to withstand a range of separate and converging threats. It also links this risk to the acute risk of attacks on venues and public spaces, since a resurgence of some terrorist groups could lead to more attacks beyond their own territory.
