Issue Government role in helping firms turn the 2026 triple inflection into opportunity

Because the combined changes of 2026 are hard for any single firm to handle, the essay argues that government must go beyond tidying regulation to provide institutional foundations, information, infrastructure and ecosystem support. First, national standards, consulting and training for governance innovation should help mid-sized firms and SMEs move to board-centred management after the Commercial Act revision. Second, a national early-warning system, sector response manuals and substitution strategies for core materials, parts and technologies should address trade and security risks. Third, pre-emptive regulatory review, sector AI ethics and accountability standards and AI safety evaluation infrastructure should enable innovation that complies with rules from the start. Fourth and fifth, government should act as a platform linking startups, large firms, universities, research institutes and regional clusters, and provide scenario-based tools and training that narrow SMEs' strategy and risk-management gaps.
