Having diagnosed a great regression and endless change, the plan proposes two responses that it presents as the spirit of the global age. Against the regression it calls for a new recovery, arguing that inclusive growth and a resolution of inequality are urgently needed to overcome low growth and to ease widespread anxiety and anger. Against endless change it calls for democratic innovation. In the economic sphere this means institutional reform to temper the winner-take-all tendency built into the technological revolution and the new economy. In the social and cultural sphere it means strengthening a plural public sphere and an autonomous civil society as a counterweight to post-truth politics and populism.
