Signal Early warning 3: Social dialogue functionality
Summary
The third early-warning indicator assesses whether social dialogue bodies such as the Economic, Social and Labor Council are actually producing and implementing agreements. Between September 2022 and September 2024, roughly two years, the council reached only two agreements. That compares with an average of about eight agreements per term in the past, a drop to around a quarter of the previous level. The report acknowledges that the space for discussion still exists, but the output has collapsed. A recovery in agreements together with higher implementation would signal a move toward integrative adaptation, whereas the current reading is classified as gridlock.
