Issue Growth-oriented decentralisation with super-regional planning, budgets and regional finance
Summary
The shift from balanced development through dispersal to balanced growth through capacity building faces obstacles in ministry coordination, fiscal restructuring and consensus. Super-regional strategies need unified planning, fiscal autonomy and execution, which collide with the existing central and local structure, while weak regional finance infrastructure such as investment corporations and funds limits delivery. The report proposes a growth-oriented decentralisation system that clarifies the roles of the centre, super-regions and basic local governments. Tools include a super-regional strategic planning headquarters, new regional budget accounts, regional investment corporations and revitalisation funds, and performance management based on a balanced growth index. The expected effects are stronger execution of super-regional policy, more efficient investment, fewer duplicated projects, greater regional economic self-reliance and an improved balanced growth index.
