Summary
To prepare for a labour shortage it describes as certain, KEIS calls for drawing economically inactive people into work through measures tailored to each group. Women who want to work but cannot because of childcare need flexible working arrangements and short-hours work. Young people need job support that uses work experience information to reduce mismatches, and older people need a stronger job safety net together with measures to compensate for lower productivity. At the same time, stable high-skill jobs are needed to preserve competitiveness in knowledge-intensive industries. The report stresses that selective participation policies must differ by target group rather than follow a single template.
