Trend Population decline turns regional depopulation into a crisis of community safety
Summary
The report frames the demographic cliff and regional extinction as a threat to the social safety net itself. Low fertility and ageing are making it impossible for some regions to maintain essential medical care, policing and safety infrastructure. This leads directly to a crisis of community safety. Disaster response capacity, industrial safety and care services are all put at risk, and gaps in safety services between regions widen. The report consequently proposes defining population decline and regional extinction as a social disaster and responding structurally. One strategy offered in response is a region-led immigration and settlement ecosystem to counter regional extinction.
