Summary
The plan calls for a transition to what it names a basic society in which the state guarantees the essentials of life. Its goal is a social safety net under which anyone, throughout the life course, is assured of basic rights to care, income, medical services, housing, mobility, communications and energy. Specific aims include a community-based integrated care system, a stronger basic livelihood security scheme and pension reform. The plan also targets securing responsible medical institutions in every care area and easing the burden of carer costs in long-term care hospitals by 70 percent. In housing and transport it seeks a denser housing safety net, the removal of blind spots in transport and logistics and lower housing and transport costs, all stated as government goals.
