Summary
The report holds that chronic risks do not act in isolation but interact with other chronic and acute risks to produce direct and indirect cascading effects, and it maps these interactions. The mapping shows that challenges to international institutions directly affect more other risks and vulnerabilities than any other risk. This is because weak international coordination makes it harder to deal with global environmental problems such as climate change, biodiversity loss and pollution. For the same reason, international security issues such as state threats, terrorism and serious organised crime, as well as the regulation of new technologies, are also affected. The report sees tackling this risk as a key lever for reducing many risks at once. The holistic analysis is meant to inform evidence-based policies that mitigate several risks together.
