Summary

In a period of strategic competition between the US and China and supply chain restructuring, the report calls for stabilising supply chains by diversifying economic cooperation and securing strategic resources such as critical minerals and rare earths. It proposes expanding the list of economic security items and managing them intensively. A stable financial support system would be built for these purposes. Development cooperation with Global South countries would be expanded as part of strengthening economic security capacity. The report frames these steps as integrated management of external risk in an era of compound economic security threats. Green digital ODA and cultural cooperation with developing countries are presented as the Global South strand of the same policy.
