Issue The plan attributes Korea's weakening economic vitality to lagging innovation, demographic crisis, unfair markets and misallocated capital
Summary
The plan identifies four structural problems that it says are sapping the vitality of the Korean economy. The first is that catch-up growth has reached its limits while technological innovation capable of leading the world remains weak, with Korea lagging in its response to AI. The second is rapid demographic change accompanied by widening gaps between regions, firms and social classes. The third is an unfair market order, including theft of technology from smaller firms, together with a deepening dual labour market. The fourth is money flowing disproportionately into real estate and other unproductive sectors, compounded by passive fiscal management, outdated regulation and inefficiency in the public sector, while protectionism spreads worldwide.
