Issue Policy task 3: make the trade environment more predictable and build diplomatic buffers
Summary
The third policy recommendation from KISDI is to raise the predictability of the trade environment and to prepare buffers against sudden changes. Trade information such as rules of origin and customs procedures is becoming more complex, and the institute recommends publishing it continuously and enforcing it consistently to reduce uncertainty for firms. It also calls for diplomatic buffers that can minimise damage to Korean companies when trade conditions change. Examples include securing exceptions, grace periods and quotas. The proposal follows the report's finding that compliance with rules of origin and supply chain management are becoming decisive for the survival of ICT firms.
