For Korea, the essay argues, international cooperation and security are two goals that must be pursued simultaneously, because cooperation remains essential to scientific progress even as science rises on the foreign-policy and security agenda. It draws on the OECD's 3P typology of promotion, protection and projection policies and its three practical principles of proportionality, partnership and precision. First, Korea should strengthen strategic intelligence, monitoring change broadly and continuously through statistics, technology impact assessment and modelling to prepare for potential risks. Second, it should expand partner countries beyond the few it has relied on and build trust, especially with Europe. Third, it should form whole-of-government governance that includes economic-security experts so that global cooperation can continue despite securitisation.
