Signal Korea exempts R&D programmes from preliminary feasibility review and adds pre-planning checks
Summary
To gain speed, timeliness and efficiency amid intensifying global technology competition, the government is removing R&D programmes from the preliminary feasibility review. It is preparing follow-up rules to prevent poorly planned projects and wasted budgets. Pure research R&D projects of 100 billion won or more will face a pre-planning check to speed launch and improve planning quality. Construction-type R&D programmes that include building works will undergo a project-implementation review and a full-cycle project management system. In parallel, the fifth national R&D performance evaluation master plan for 2026 to 2030 upgrades evaluation to support technology-led growth and results citizens can feel.
