Issue Strategy 3: pool national capacity from technology to industry for technology-led growth
Summary
The plan's review observes that under the previous plan Korea selected national strategic technologies and created the Korea AeroSpace Administration, but produced few visible results in field-specific strategies, links between ministries and the spread of research outcomes. Recognizing the securitization of science and technology policy, the third strategy seeks to link national technology management systems in practice and to accelerate public and private cooperation. It plans a comprehensive policy package covering innovation finance, startups, hubs and regulatory reform, and aims to upgrade the national strategic technology system and diversify business-friendly R&D. As core targets, the plan aims to narrow the gap in strategic technologies with the top country from 2.8 years to 2 years and to raise technology transfer income of universities and public research institutes from 278 billion won to 350 billion won. It also targets moving Korea from 12th to 7th in high-tech export share and from 8th to 4th in global defence market share.
