Issue Policy area 1: international relations must absorb new actors, new arenas and new entities

Summary

The first cross-cutting policy area gathers four implications for international relations: governments taking a more active part in shielding national interests from technology firms able to shape conflicts, multilateral bodies asking for help in building new regulatory mechanisms, unregulated competition over technology, resources and arenas raising tension and damaging the environment, and governance structures entering upheaval as they try to take in firms, metaverses, network states and digital nations.
