Issue Korea and Japan as co-responsible security partners in a regional multilateral order
Summary
The foreign and security vision for 2050 calls on Korea and Japan to establish themselves as jointly responsible states defending democracy and a rules-based order and to help design a regional multilateral security order. The two countries are also urged to act as more proactive order designers in US-China rivalry and to work to prevent war. Specific measures to avert crises in East Asia include an early warning system, cooperation in operational information technology, expanded public diplomacy to align public perceptions, and trilateral cooperation that keeps the United States in a sustained, constructive role. The conclusions add that the two should build multifaceted mechanisms, including real-time information sharing, policy coordination and joint military exercises, against Chinese and North Korean missile threats. Through the Korea-US-Japan security framework they should help maintain deterrence under US extended deterrence and prepare an integrated deterrence system for the period after the 2030s.
