Issue State responsibility for preventing gender violence and restoring victims
Summary
Violence in intimate relationships, digital sex crimes and gender violence against women are named as areas where victim safety must be strengthened. The report proposes stronger legal protection against relationship crimes such as gender violence and support for victims' full return to daily life. A legal definition of intimate partner violence, including dating violence, would be created, and abolishing the rule that such offences cannot be punished against the victim's wishes would be reviewed. Protection orders such as no-contact orders would be issued immediately, and medical, legal and psychological support integrated. The expected effect is to close blind spots such as stalking and dating violence and to help victims return to society quickly and fully.
