Issue Gap between future visions and executable strategies
Summary
A future vision sets the long-term direction, while a future strategy lays out the concrete path to reach it, so the two must stay aligned despite different time horizons and levels of abstraction. In practice visions tend to remain declaratory while strategies drift toward short-term projects, and the connection between them weakens. The author cites Korea's Vision 2030 as a typical case, criticized for lacking a concrete fiscal strategy and for unsecured feasibility. When results are not carried through to implementation, visions and strategies stay on paper while execution moves elsewhere. The EU and Singapore are contrasted as systems that institutionally link vision, strategy and policy. The author proposes designing vision and strategy together through scenarios, with a clear hierarchy of vision, strategy and tasks, continuous feedback and co-design with implementing ministries.
